Our Technical Director Graham James has co-authored a new policy paper for the Transport Planning Society (TPS), on improving transport scheme appraisal and decision-making.
The report responds to the Treasury’s 2025 Green Book Review, explaining what it means for transport business cases and how the Government and the wider sector can go further to promote better decision-making.
Graham is a member of the TPS policy panel and one of four expert authors who collaborated on the report.

This is the second recent TPS report that has involved Parking Perspectives’ experts. In 2023 Andrew Potter was lead author of the TPS parking policy principles report ‘Just the ticket!
