Parking Provision and Pricing Principles for Jersey

Parking Perspectives worked with the government of Jersey to define a set of principles for the level of provision, and the pricing, of Government-operated parking on the island.

These principles are needed in order to:

• Establish a strategic and consistent approach to delivering this public service
• Support delivery of the government’s transport and environmental policy goals, by setting out how parking will be used to help deliver these
• Provide transparency for residents and businesses, about the basis for decision making

The principles reflect and support the wider fiscal, transport and environmental policy context.

The provision principles set out whether full or limited parking supply can be expected, and the target level of proximity to destinations, for each user group or type of activity.

This includes blue badge holders, unloading and servicing, short-stay, commuters, residential, guest accommodation and others. Hospital parking is considered specifically.

Cycle, motorcycle and shared-mobility parking are also considered.

The principles take account of electric vehicle charging needs and the long-term potential for autonomous vehicles.

The pricing principles cover:

• The overall level of charges
• Pricing at individual locations
• Supporting different users

Each principle is accompanied by a concise explanation of its underlying rationale or context.

The principles reflect latest best-practice approaches to how parking provision and tariffs can nudge behaviour and support policy goals such as decarbonisation.
